Ten Highlights of CIRD in 2016

The year of 2016 is the 25th anniversary of the establishment of China Institute for Reform and Development (CIDR). The last 25 years has accumulated a large amount of advices proposed by CIRD and as well as witnessed a long entrepreneurial journey of CIRD. In the last 25 years, CIRD has always upheld that the research on reform should be problem-oriented, that the research on consultancy should be focused on major policy and system; and CIRD has also insisted on the basic research of seeking the theoretical innovation of reform and the construction of reform information platform which is focusing on the construction of database of reform. All these practices of constructing China Reform Think Tank conducted by CIRD are highly recognized and appreciated by all circles.

 

1. Have established for 25 years and is honored as Chinese Sample of Think Tank by a lot of media.

The day of November 1, 2016 is the 25th anniversary of the establishment of CIRD and its basic practices of constructing a reform think tank of Chinese version is highly praised by all fields.

 

2. Annual report on China reform-Breakthrough in Transformation has produced widespread influence.

Annual report on China reform-The 13th Five-Year Plan Period: Historical Challenges for Structural Reform has been officially published and has held a book launch in Beijing in the February of 2016. The report has produced widespread influence in the circles of decision-makers and academics as well as other social circles.

 

3. The proposals submitted by President Chi Fulin have caught the media's attention during the course of the National People’s Congress (NPC) and the Chinese Political Consultative Conference (CPPCC).

The NPC and CPPCC were held in Beijing from March 3-16, 2016. Chi Fulin, the CPPCC Member and the President of CIRD, has submitted seven proposals in total. Followings are some of the proposals: (1) Proposals on accelerating the regulatory reform; (2) The Proposal of replacing the urban and rural dual household registration system with the residence permit system; (3) Suggestions on the implementation of the system of independent registration of enterprises; (4) Suggestions on timely cancellation of filing system for general investment projects; (5) Suggestions on overall promoting the development of the South China Sea.

 

4. The policy advices on reform with a focus on regulatory transformation have exerted a positive influence.

One of the key researches of CIRD in recent years is to promote the practice of streamlining administration and institute decentralization to be further developed by way of emphasizing on regulatory transformation. CIRD firmly recommended that the approval authority and the regulatory power should be separated; that the internal regulatory system, especially refers to the specialization and the comprehensiveness of it, should be improved at a quicker pace; that the practice of streamlining administration and institute decentralization should be further developed by way of emphasizing on regulatory transformation.

 

5. The proposal that the structural reform should be aimed at the economic transition has brought an extensive influence.

In the early 2016, the proposal by CIRD that the structural reform should be aimed at the economic transition has received wide attention. The national media such as People’s Daily, Xinhua News Agency, Guangming Daily, Economic Daily, CCTV and China National Radio have widely reported and shared the proposal. Presses like Economic Information Daily and China Economic Times also have relevant reports.

 

6. The report China-EU Free Trade Area - 2020: Significant Options for Deepening Sino-EU Cooperation.

7. The National Development and Reform Commission (NDRC) has agreed that CIRD and Northeastern University co-founded the Institute of Revitalizing Northeast China.

On April 13, the General Office of NDRC replied to CIRD and Northeastern University that NDRC agreed to be the guided unit of the Institute of Revitalizing Northeast China and required that CIRD and Northeastern University should build the Institute of Revitalizing Northeast China into a new high-end think tank which features the revitalization theory of Northeast China and policy research.

 

8. Have Co-organized the Jinggangshan Summit Forum with China Executive Leadership Academy, Jinggangshan and jointly hosted the China Reform Tour Lecture with nine provinces.

 

9. The construction of China reform database has achieved new progress.

 

10. The construction of Institutional Mechanism for Sustainable Development of CIRD has made important advances.
