International Symposium on"Basic Public Services for 1.3 Billion People"Was Held in Haikou

On February 26, 2008, the international symposium on "Basic Public Services for 1.3 Billion People" was held in Haikou. This two days symposium was jointly held by China Institute for Reform and Development, China International Center For Economic And Technical Exchanges, UNDP,China. Mr. Wang Mengkui, Former Director, Development Research Center, the State Council, Mr. Gao Shangquan, Chairman, Chinese Research Society for Economic System Reform; and President, China Institute for Reform and Development (CIRD), Ms. Zhao Baige, Vice Minister, National Commission of Population and Family Planning, Mr. Duan Yingbi, Vice Chairman, Economic Committee, Chinese People's Political Consultative Conference, and Chairman, China Foundation for Poverty Alleviation, Mr. Lu Zhongyuan, Vice Minister, Development Reseach Center, the State Council, Mr. Fang Xiaoyu, Executive Vice Governor, Hainan Provincial Government, Prof. Chi Fulin, Executive President, CIRD, Mr. Khalid Malik,UN Resident Coordinator in China; and Resident Representative, UNDP China, as weill as more than 260 officials and experts from home and abroad attented the conference.

Mr. Gao Shangquan pointed out that one of the most outstanding issues arousing wide attention is the rapid expansion of the demand for public services and their inadequate provision at the current stage. In the new stage of reform and development, guaranteeing basic public services are shared by all the members of the society equally are major tasks to achieve the overal development of people. The key of the equalization of basic public services is to accelerate the transformation of government to build up a service-oriented government.

Ms Zhao Baige pointed that in order to solve the population problems in the new stage, we should build up a government-drive system of basic public services and a consummate mechanism of laws and regulations, investments, responsiblities and employment. We should also optimize and change the original population and family planning network to establish a network of public services on the basis of community in urban areas and villages in rural areas and provide various public goods for cuture, technology, information, laws, familiy planning and security.

Mr. Lu Zhongyuan holds that the equalization of basic public services is very important to build a harmonious society and is also of great significance for the transformation of economic development mode. Therefore, equalization of basic public services are major tasks and important driving force in the new stage of reform. The first problem is the resource allocation of basic public services. Secondly, we should deal with the responsibility division between central and local public services correctly. Thirdly,we should also make good use of market mechanisum to provide public services.

Mr. Chi Fulin pointed that as a result of economic transition and social transformation driven by reforms and opening up, China has stridden across a new development stage, that is, from a subsistence society to a developmental society. When having enough to eat and wear the general public demand more for public services such as compulsory education, health and medical care and basic social security. The core problem is the low-level and unbalanced provision of basic public services and lagging-behind of the construction of public service system. The deep-rooted cause is the lack of institutions for basic public service delivery. Facing the imbalance provision of basic public services, unified urban and rural public service institutions must be put in place as soon as possible; a system of assessing the government's performance in providing basic public services should be established as soon as possible; It is also imperative to establish mechanisms for the participation of civil society organizations in providing basic public services. Though it is an arduous task to establish a sound public service system satisfying everyone, we must fully recognize that, in addition to the basic role in promoting the development of the man in the long run, it has an immediate and direct role in promoting sustainable economic and social development. Strengthening the provision of basic public services is not only conducive to sustainable economic development but also important to alleviate social problems and promote social equality. Strengthening the capacity of the government together with seeking for better and rapid development are both driving forces for reforms in the new stage. We must, on the one hand, speed up the market-oriented reform to change the economic development model and meet the challenges out of resources and environmental constraints, while on the other establish a public service system benefiting 1.3 billion people.


Mr. Malik belives that equalization of basic public services has a profound influence on the whole world. In the future, China’s economic power will be futher strengthened and China should pay more attention to social development as well as the development of basic public services.

Mr. Fang Xiaoyu pointed in the opening ceremony that the year 2008 is the 30th anniversary of China's reform and opening up as well as the 20th Anniversary of Establishing Hainan as a Separate Province and a Special Economic Zone. Hainan have blazed a new path for sustainable economic and social development during the last 20 years. Social affairs have been accelerated, people's living standards have been remarkable improved, great efforts habe been made to improve the people's livelihood. In the next 5 years, people's government of Hainan provice will further reform and consummate public financial system, the increasing revenue every year has been spend mainly on promopting social construction which focus on improving people's livelihood. Equlaization of basic public services has been accelerated mainly from the following aspects: firist, insisting on giving priority to education development, Hainan is actively undertaking the "education migration"project. Secondly, developing health care affairs to improve the heath condition of all the people in Hainan; third, consummating social security system and guaranteeing people's basic lives; forth, enlarge social employment and increasing people's income.
